In oblivion the elder scrolls 4 what level do you have to be to go to the shivering isles

You can be any level to enter provided that you have installed the expansion pack (or have the Game of the Year Edition) and listeed to all the dialogue at the landmark "A strange door". Once you have the expanson on your system it should just pop up at a random interval.
