Why are there no ichthyosaurs in half life 2

There is an ichthyosaurus in Half-Life 2. In the beginning when you're at the lab and they try to teleport you the Eli, you go through different places and the last place you end up in the water and an ichtyosaurus comes at you and tries to kill you before you teleport back to Kleiner's lab.
