You first have to get the fountain in you town. To get it donate 200,000 bells to the town funds, that gets you a bridge Then once you have got the bridge donate 400,000 talk to Pelly (the duck) and she will thank you for giving the money you gave her. then that will get you a fountain (after donating money it takes a few days to build) after that throw an axe into the fountain, and answer some questions and she will either give you your axe back, take it, give you a gold one or give you a silver one :)
