If you mean by the Infrared scope then I will tell you where it is. It is located in the freezer in the island. When you re-write the data on the card, you get the Waste Disposal Card. Turn right and you will see a machine. Press A and you will see a cutscene showing the ice defrosting. Get out of the room you are in and go to the right. Go in the doorway and check the valve. Open it up and you get the Infrared scope. Attach this to your Rifle or Rifle Semi-Auto. This allows you to see the plagas in the regenerators. All's you have to do is shoot the plagas and you can kill the regenerators faster.
