This repeatable quest can be triggered by speaking to Proctor Quinlan aboard the Prydwen. The only prerequisite is that you need to complete the Tour of Duty quest.
Quinlan would like you to bring back any technical documents you find in the field. It's not an especially common item — certainly not as common as folders and clipboards. We suggest going into hospitals and former government installations like Sentinel Site Prescott near the Glowing Sea. We found one at the very bottom of the base, inside Brother Henri's desk. If you haven't started Liberty Reprimed, you can pick up the document when you take on that quest.
