First of all, keep focusing on the main story quests. The world of The Witcher 3: Wild Hunt is huge but it won’t reward you well as the main story quests because the progression system is based on quests more than on combats.
From time to time, anyway, you have to accept side quests you get from the Bounty Board or even talking with the villagers. This will help you in progressing through the main story.
In White Orchard, look for Hidden Treasures, Guarded Treasures and Bandit Camps, as those will unleash low-level enemies that will give you a hand in leveling up.
