The Inflato-Ray can be unlocked via Pierce Washington’s mission “Fun Trumps All.” Select it from the quest menu to begin.
Meet Pierce on the Ship
Exit the Simulation and talk to Pierce. You can find him on the lower level in the rec room.
Clear Zin Troops
Enter the Simulation and head over to the southern part of Steelport – Rosen Oaks. Clear out the Flashpoint full of Zin troops – freeze blast them and Super Sprint across them to get rid of groups of them at a time.
Play in Traffic
Head to the western part of Steelport Loren Square to participate in the Fraud minigame. You will have five minutes to fling your body into traffic and buildings. You will get a Bronze ranking at 500,000, Silver at 700,000, and Gold at 1,200,000.
Build momentum with a Super Sprint and jump, hitting L1 or R1 to go into ragdall mode. Direct your corpse into a car to bring up the score and the momentum. Keep it up to build your Adrenaline meter and get score multipliers.

Head to the Flashpoint at the western part of Steelport – Loren Square. Clear out the Flashpoint full of Zin troops – freeze blast them and Super Sprint across them to get rid of groups of them at a time.
Meet Pierce on Ship
Exit the Simulation and talk to Pierce Washington on the ship. Congratulations – the Inflato-Ray is yours!
