First you must be at least lvl43 before you may wear a cape. Capes can be bought from other players. They can also be dropped from lvl45 monsters or higher (very rare). A wriggle leaf is a lvl45 monster. Capes can be EOS+x (Epaulette of Sage), EOG+x (Epaulette of Guardian), EOF+x (Epaulette of Fighter) .
