There are no best guns it's what you prefer, but I can give you a quick summary on guns that are used most often in MW3, and are also used a lot by myself.
Note: The third perk in all guns can be up to you.

Scar-L (Unlocked at Level 5 or 6)
Attachments: Silencer (Unlocked at weapon level 5)
Weapon Proficiency: Impact
Perks: Scavenger (This is a vital perk for Scar), Hard line, Sit rep
Equipment: Tactical: Flash Bangs Lethal: Semtex Grenades.

MP7 (Unlocked at level74)
