Devin is the hardest girl to marry, you need to first have -183 Karma and 38 charm and meet her at the morning at the XXX DVD shop. She'll tell you to get a switchblade at a guy that is beside the bar, Vinnie's. Then go to the bar, The Club and give her the blade at a late time around 11:00 PM and she'll tell you to get a package at Vinnie's. Talk to the yellow guy and show him the cool card and he'll give you the package. When it's the evening go to the police station, give her the package and she'll give you a watch. Go to the casino and go to the red guy near to the wall give him the watch. Then he'll give you a ring. During the evening, go to Stick-Bucks and talk to Devin but decrease your Karma but increase your Charm and ask to marry her. That is it.
