Of COURSE you can. Just buy a fishing rod from nook and go to water. When you see a silhouette of a fish, press A to cast your rod. When the bobber disappears rapidly press A until you pull the fish out. If you miss don't worry, the bigger silhouette the harder to catch, which also means its worth more!
