You do the fire war in yulgars-battleon then at one of the quests u battle the dragon he isn't powerfull as therefore u get that special weawpon and if u invite artix

Edit: The is Akriloth not the Red Dragon, he can be found in the Long Walk (training your Dragon) in Sunbreeze cove.
