The Webkinz ghost is located on the Tropical Island which you can get to through the Travel Agency. He is a pirate on the game Don't Rock the Ship! Of course, you have to rock the ship, and you can get prizes, food, KinzCash, or see the ghost, which lowers your pet's happiness to zero! : (
