Where is the laboratory in Fallout 3 at Ign Studios

i have the power armor, but i cant find the lab. i need to find the lab for permision to get trained to wear it. its at the citadel you get trained to wearit no lab later on in the game you will needto get trained for it because it is basically part if the mission
