How do you stop an animal from moving away on Animal Crossing City Folk

The only way to stop them moving is to talk to the animal and when they say that they are moving, select the negative answer like "No, don't go!" or "Awwwww..." If you do that for a few days, the animal may reconsider.
You may also want to send them mail saying nice things.
