How to beat the eliet 4 without using any items

Make your team be at least 5 levels above the Elite Four pokemon. I'd say the 60s range is pretty safe. bring a legendary in like the 75 area and to be safe bring four items and i can read that it says no items but 2 revies and two max potions or 2 max revives and a tm or two that have a pp of like 20. bring strong people like 3 75s would do i almost gurantee you can.
