How can you fire phasers while cloaked

You can only fire phasers when cloaked if you get the Klingons or the Remans to give you their experimental technologies. Since this is highly unlikely, you are outta luck.

All other known production cloaking devices do not allow for phaser fire and necessitate the use of torpedoes.
