Battlefield Bad Comapny - What do the numbers on Dog Tags mean

I think that this is the Rank of the player. I could be wrong tho, I have noticed this aswell. One of the guys dog tags I own now is GOLD and has a 24 on it while the others are dirty looking and have low numbers.
