How do you get the helicopter on crackdown 2

(Level 5 Agility is needed) firstly, you re-spawn at the Agency island extraction point and on your right is a building, climb up it, and when you are up it you will see another building, climb up it, and when you are at the top of it your will see a circular roof which has four helicopters on (This is what the agility is for) you jump of and press Y (To use the jet-pack thing) and hover towards the circular roof, and when you are on it there are 2 W/ mini-gun turrets on and 2 w/ missile launchers on.
