Is multiplayer in fallout new vages

First, just to help the user with their spelling vages is spelt Vegas. Ok now on to the question, this has been answered many times and the only thing Bethesda has said about the mulitplayer matter is this "We thought of having a mulitplayer but saw that the VATS system would stop the game every time the player went into it, therefore disrupting gameplay.
However despite all this, there might be a surprise download.
