Will Skitty be in the Isshu Pokedex

All previous 493 Pokemon will be able to be transferred to Pokemon Black and White, but in any case it's hard to tell if it will be in the pokedex until Nintendo releases more about the game itself rather than just the new mechanics/Pokemon. Until we know for sure, you'll just have to do with transferring your own. ;)
