Will the smash service ever be on again

Yes it is on right now, that means you still get stages,photos and replay from Nintendo.
What's different is that you can't submit stuff to Nintendo anymore. Other than that, it's all same. I don't know if Nintendo will allow submitting stuff again, but you can still enjoy Nintendo's photo and stages.
