The feelings they portray towards each other is compassion. They care for one another. Although they do not have hearts, they still share a friendship. A deep friendship. One could say, that is a form of love, but not the lustful, passionate type.
Nothing more than how Roxas feels about Axel- They are all just friends.

Sadly, this also applies to Sora and Kairi's relationship, but they might have hidden feelings for each other. It doesn't show in the game, though.
