Do the weapon levels in team fortress 2 effect the effectiveness of the weapon

The majority of items in Team Fortress 2 have levels associated with them. Levels, viewed with the item name in the loadout menu, are purely cosmetic and do not modify the effectiveness of any weapon or item however, some levels may increase the value of the item in trading for example, people may pay more for special level items e.g 0, 1, 42, 69, 100 etc.
