Is there a downloadable program that can turn drawings into free rider tracks

by drawings I mean things like this: http://upload.wikimedia.org/wikipedia/commons/thumb/8/87/Brontosaurus_(PSF).jpg800px-Brontosaurus_(PSF).jpg as I would like to include this in my track but drawing it out takes so long... :( PLEASE HELP!
