Can you get operation anchorage on the PC if you have a cracked version of fallout 3

It shouldn't matter since the DLC's are merely ESP and BSA files that can be simply dropped into the Fallout 3\Data folder and selected via the game launcher Data Files option. Why don't you simply get a cracked version of the DLC's?
