How do you go into the open ocean in Endless Ocean

You need to complete the tutorial first Or... like when your trying to find the Orca you have to have 90% of the map searched and or completed. You can not acually get INTO the open ocean but to mark that area off on your map, you just go around the border,COMPLETELY. The border looks like a bunch of x's in a waved postiton. P.S.
