You need a high disposition with the store keeper and a high merchant skill. If you can make spells, create a spell that charms 100pt on touch for 1 sec and boosts merchant skill 100pt on-self for 1 sec spell. Cast just before speaking to the store keeper, and you will get an option to "invest in the store".
