How can you buy a house somewhere other than the imperial city in Oblivion

If you go to a city where there are castles go in to the castle and talk to the count or countess.(You ussually have to do a quest before you get a house).I got 2 without doing a quest.I went to cheydinhal and bruma.Plus there are good houses there.
