How do you pass Mission 4 on Trackers

To unlock it, you have to pass missions 1, 2, and 3. Then you have to find out what the name on the bag is. Then, you have to figure out what this guy means by "horse". Then, you have to find the personalized license plate, and identify what is on it. Then you win. You unlock "Trackers HQ Exclusive Content" and are officially a Tracker.

Note: This is the only mission where the game released with it is not part of your mission.
