When was the RuneScape website created

Andrew Gower wrote RuneScape with the assistance of his brother, Paul Gower.[9] The game utilized a mixture of both three-dimensional and two-dimensional sprites. So I'm just suggesting that it was built around that time. also mopar scape was created in 1999 before is was claimed by jagex and is now called runescape. but it is still owned by jagex and graphics are java
