I can't say I've ever heard of EOF, but if you did a typo for FOF it means Fleet Of Foot. The Eldar gain an increased movement speed and capture speed (strategic points, relics and critical locations) when it is enabled, but theiy accuracy (raged and melee) drops to about 25 - 50%. Keep it on when moviong, and capping, but turn if off when engaging enemies. The hotkey is "F".
