Where can you get rare candy in Pokemon Crystal

U kan get it aT the radio tower for 3 points (u get the pointss by tooning into the radio in buenas password from 6:00 p.m-12:00 a.m and shell tell u a password then u go to the radio tower in goldenrod to answer her wat she sed on the radio). :)
