Sheer Cold is not even worth learning. If the user's pokemon's level is above the opponent pokemon's level, it's accuracy % is (user pokemon's level-opponent pokemon's level)+30. That means it will usually take 3 or more tries to land. If the user's pokemon's level is BELOW the opponent's, it will always miss.
Fissure is very similar, although it always misses unless the user pokemon's SPEED is higher than the opponent's, and then it's accuracy is only 30%. It's even worse than Sheer Cold.
Hyper Beam is always a good choice, but only if the attack will kill the opponent in one hit. Similar moves are Blast Burn, Hydro Cannon
Thunder and Hydro Pump are not even the best of their class - both have low accuracy. Better choices are Fire Blast and Blizzard (and even Thunderbolt).
Hypnosis is a status-causing move and so I don't think it should be mentioned in this list. However, better status moves are Toxic and Sleep Powder.

Eruption/Water Spout: does 150 damage if user's HP is full. 100% accuracy. No status effects.
Explosion/Selfdestruct: Kills yourself but does a TON of damage (250 for Explosion, 300 for Selfdestruct). No status effects.
Aeroblast: 95 damage. 25% chance of landing critical hit and doing 190 damage. 33.3% while holding Scope Lens. No status effects.
Overheat: 140 damage. Lowers special attack by 2 stages. Great finishing move. No status effects.
Superpower: 120 damage. Lowers arrack and defense by 1 stage. Great finishing move. No status effects.
Double Edge: 120 damage. User receives 1/8 damage inflicted. 100% accuracy. No status effects.
Earthquake: 100 damage. Hits all pokemon in play besides the user. 100% accuracy. No status effects.
Sludge Bomb: 90 damage. 100% accuracy. 10% chance to poison opponent.
Psychic: 90 damage. 100% accuracy. 10% chance to lower opponen't Special Defense.
