Are all steam games free to download

Not all games on steam are free to download but there are some that are. For example, the popular game Team Fortress 2 has been moved to free to play. That means you can download it and play with friends as much as you want for free. In order to trade though, you must purchase an item in the mann co. store. Basically, any game in the Free To Play section has those rules.
