How do you find Emma in Metal Gear Solid 2 substance

Once you have beaten the Harrier, you gain access to the Shell 2 core.

Once your here, go to the floor where water has started to flood (sorry, cant remember the name of the floor number), then swim through the Shell until you find emma.

You will know your going the right way when you find Stillmans body.

Before finding Emma, you will fight Vamp. So prepare yourself!
