How do you buy clothes on Petpet Park without neo cash

There is no secret really, you just go to Fins Feathers & Fashion in the Petpet Plaza. There are a few different things you can buy with or without neo (nick) cash. Also there are a few different quests out there if you do some research like the purple berry hat and the noodle jacket, I like them both and they lok great on my petpet! Good Luck!
