The battery for the lift is located in an underground area. You should see a tank as you exit the facility. Go towards the back and press the button. A lift will come up. Go down the lift. Go all the way down the hallway and you will find the battery on the ground. Take it back to where Steve shot his dad. Put the battery into the lift and you are on your way to continue the game.
