Absolutely not, it doesn't really work the same way as your pc, and it's probably too slow. But there are handhelds that can run Windows (including Vista), and can even run computer games, like Counter-Strike (the real one, no mobile version!) for example. But expect the handhelds to be expensive. They are called Ultra-Mobile PC's and are way cool, and they cost between $500,- and $1100 so you'll really need some money. You can't play games like Crysis yet, but expect it to happen soon, there's some power in those machines.
