Should kids 8-12 play rated m games

That depends on point of view, most people believe that is "unacceptable" or "irresponsible" for a parent to allow it, but there is evidence that younger kids who are allowed to play such games, can easily distinguish the difference, and can compartmentalize the behavior in the game as fictional, and as something not to be done in the real world.
