There is an Included Toolset in your Start menu - START->PROGRAM FILES->THQ->Titan Quest->TOOLSET all the editers are in there

Or, if you use Steam, it's, Program Files > Steam > Steamapps > common > Titan Quest: (Immortal Throne) > Toolset
