• Well, you need to program. First you need to program the website... you can do this in HTML or Javascript... you can learn these languages at W3Schools (Google it, it will be there). Next you have to program an applet. To do so, I recommend using a provider called Panda3D, you can download it for free on their website. Some of the big online virtual worlds have been programmed with it.
• If you are not looking for that kind of game, but you are wanting to build a website like Addicting Games, you need to program in HTML, JavaScript, Ruby on Rails, PHP, Python, ASP, or Flash.

• Honestly, you won't get far with Notepad... I would recommend either Aptana Studio (free) or Adobe Dreamweaver (500USD)...

• Next all of the other gaming websites have games programmed in Adobe Flash. Addicting Games and Miniclip use Adobe Flash that get's really pricey (we're talking 400USD on a good deal). I would look into HTML5 because Flash doesn't even work on iPads, iPods, and iPhones. Many of the gaming websites program in Flash because it is (in my opinion) easier than HTML5, but as stated earlier, there are disadvantages to Flash.

•You also need a hosting provider (or servers) and domain name.

If you are looking into a cheap approach... study HTML5, Aptana Studio, or Panda3D...
You will still need to buy a server, or pay a hosting provider for space and a domain name.
