There are several ways, but the fastest is to have the sim start cooking something and then leave it unattended. You have to make sure there are no doors to the room and you should make the room nice and small. Other ways are to starve them or to have them fall asleep while they're in the pool, and if you have the man-eating plant, that works, too.
