Is Cheat Engine 5.5 legitimate

It's defined as a hack and hacking is illegal even it's just changing the memorie of a flash game so NO Of course is not!!!!! The Cheat Engine was ment to hack flash games on the internet and therefore its not quite legal. (but I highly recommend it to you, it really helpfull)
