I actually think the question might have been referring to a person who has what is called a 'retractable testicle'. The first answer was correct about testicles rising before ejaculation, but the testicles should not leave the scrotum at this point. Some males have retractable testicles that actually leave the scrotum and seem to rise up into the groin area. This is associated with higher infertility rates and a higher risk of testicular cancer.
