How do you uncharge a combat hood on RuneScape

To uncharged it you must go to the wilderness and go to the Fist of Guthix then click on any object;You must not have it on.You click it until the object your pressing turns white then click the guy at the counter with the green apron.Then he will ask you if you want to uncharge it.
