Responsibilities of a guild

Depends entirely on what game you are talking about.

There are thousands of games with guilds.

Most guilds are just a way for a few like minded individuals to keep organized and in contact with one another. But unless the game has a complex raid system which requires guilds to be organized, there is very little real responsibility or even necessity for guilds in most games.
