What level does pidgeotto evolve in soul silver

Pidgeotto evolves into Pidgeot at lv. 36. But sometimes Pokemon will evolve later. ( Maybe there's some unique personality thing that prolongs it...) The person who answered before me had is evolve at lv. 48 for some reason...
