All depends on your point of view. In English Football old Bacon face Ferguson has won the most trophies (in addition to what he won in Scotland) but he has been a manager over a very long period during which he always had one of the largest budgets. Bob Paisley was Liverpool manager for less than a decade but had a better trophy per season average than Fergie. Brian Clough took two small teams from the second tier to league success (Derby & Forrest) and also took Forrest to European success and a cup Final. Alf Ramsey won us the world cup. Take you pick from that lot!

Fergie also won 10 trophies in 7 years with a wee club called Aberdeen FC, including 2 European trophies, beating Real and Bayern and smashing the Old Firm in the process. so, I think Sir Alex is a pretty good shout.
