Personally, I would avoid having two electric attacks. I would pick either Thunderbolt or Volt Tackle and lose the other (I would try to avoid recoil damage too). Electric Pokémon are weak to ground-type moves and Electric attacks have no effect on ground-type Pokémon so you will also want a move super-effective against ground-types.
Unfortunately, Iron Tail is only super effective against rock and ice, so you'd be better off with Grass Knot (for rock and ground Pokemon) or Brick Break (which is good against rock, ice, normal, steel and dark types). I'm not a fan of Hyperbeam (at least not used by non-normal type Pokémon) so I would take advantage of Raichu's speed with Signal Beam (for psychics, poisons and Torterra). If you have Pokémon Platinum you should find Raichu's Hidden Power in Veilstone, it could be very good!
In conclusion, I would have: Thunderbolt, Grass Knot, Brick break and Signal Beam unless Raichu had a really good hidden power type like water or ice (water HP instead of grass knot would be great)
